    We neglect the targeting discipline at our peril. Witness the Luftwaffe's experience in Russia. The woefully inadequate Luftwaffe intelligence failed to notice a large percentage of the Soviet war industry was supplied electricity by a relative handfull of hydroelectric plants. Taking those out would have tipped the balance in favor of the Germans during the campaign. The Luftwaffe apparently had much faith in its intel personnel and didn't invest the time/resources to have adequate targeteers.
